Fusion is usually discussed as a question of physics. The question this issue asks is a different one: if the fuel constraint weakens, what takes its place, and who sets the terms of access to what replaces it.
The issue separates three things that are often treated as one: technical success in a device, repeatable delivery at industrial scale, and a customer's practical ability to change supplier. Each has different owners and different consequences for power.
Concentrated production can still spread gains widely, and commercially useful fusion may remain expensive.
