Which dependency is preventing a promising technology from becoming a reliable result?
A decision memo on the gap between technical progress and capability an operator can actually use.

A benchmark lead, an installed asset or a growing use-case count does not prove that a mission is getting better. Delivery depends on the constraint that sits between the technology and the user.
